I can confirm that. This is most likely PICARD-1814 and the workarounds
mentioned there seem to fix it.

After the last upgrade, Picard become unusable due to GUI glitches. I
have enclosed the screenshot:

Briefly, folder/files/button cannot be pressed correctly, GUI is
misaligned, toolbar icons are overlaping, etc.
