It is the sane action for problems between an upstream and
a Debian maintainer (no matter who might be considered at fault).

966416 was a RoM (Request of maintainer), if the current maintainer wants to
get argyll removed, then you should adopt it instead or make a QA upload, but
you can't simply do an NMU and override the maintainer's request.
