While puppet 6 still supports facter 3.x, I think it wouldn't be a bad
idea to package facter 4.x in the archive.
It seems the current version of puppet in Debian (puppet 5) requires the
3.x version though [1], so we can't just push 4.x to sid.
Considering facter 4.x is a re-write in ruby, I think the best option
would be to create a "facter4" package and keep facter in Debian as
"facter3".
Now that puppet-agent 7.x is in unstable, I don't think keeping facter
3.x is relevant at all. In fact, that version is now deprecated and
unmaintained. So I think it's best to keep the package named "facter" in
version 4 and beyond.
