Didn't seem to have been the case here, looking at my
/var/log/apt/term.log (all from one run):
Removing unrar-free (1:0.0.1+cvs20140707-4+b1) ...
Removing update-inetd (4.51) ...
Removing usbmuxd (1.1.1-2) ...
...

...
Purging configuration files for aspell-en (2018.04.16-0-1) ...

seems to say:
The meaning of the five dependency fields is as follows:
Depends
...
Finally, the Depends field should be used if the depended-on package is
needed by the postrm script to fully clean up after the package
removal. There is no guarantee that package dependencies will be
available when postrm is run, but the depended-on package is more
likely to be available if the package declares a dependency
(particularly in the case of postrm remove). The postrm script must
gracefully skip actions that require a dependency if that dependency
isn’t available.

this bug report.

the problem at point 2 cannot be shown here. Because of the
dependencies, sane-utils is always deleted before update-inetd.

Can you please expand this bug from the system on which the error
occurred using report-bug. This will give me information for further
investigation.

Hi.

On purging the package there are leftovers:

1) The saned user/group aren't removed.

2) When update-inetd is also purged in the same run (which is not so unlikely,
when it was pulled in by saned-utils):
Purging configuration files for sane-utils (1.0.31-4) ...
/var/lib/dpkg/info/sane-utils.postrm: 31: update-inetd: not found
/var/lib/dpkg/info/sane-utils.postrm: 32: update-inetd: not found
/var/lib/dpkg/info/sane-utils.postrm: 31: update-inetd: not found
/var/lib/dpkg/info/sane-utils.postrm: 32: update-inetd: not found
