Please unblock package whipper
Adds a couple of missing dependencies, and fixes up a stale description
talking about Python 2.7.

Fixes RC bugs for missing dependencies.

Without this, I'd expect auto-removal :)

Checked that the package installs and runs --help, which it didn't
before.
