Control: severity -1 important

Since package still works, decreasing the severity, it should
be removed in long run however, if it is never back to CRAN

Dear Maintainer,

r-cran-parsetools has been removed from CRAN[1], and so has its reverse
dependencies[2,3]
This is currently stalling the migration of r-base, hence filing this
bug to remove all three from testing.

Note that parsetools has testextra as the only reverse-dep and testextra
has purrrogress as the only reverse-dep.
So a chain of packages shall not be affected
