Since the SSL certificates are an issue on the server side, not in JOSM itself, this is not a bug in the package. You can edit the tile URLs in the Preferences to use HTTP instead of HTTPS, so the grave severity is not justified. Please let us know if the issues has been resolved on your end too. The certificate for the tile you mentioned is valid until 10/19/2017 when I checked it just now. Can you try again? Maybe the OSM admins have changed the certificates in the mean time. Or the problem could be limited to a subset of the geographically distributed tile servers.
