Yup, this is #805078 indeed. The problem with this bug is that I cannot
reproduce it. 0.2.1-2~bpo8+2 works nicely on jessie in some circumstances as
shown in
https://jenkins.debian.net/view/torbrowser/job/torbrowser-launcher_test_on_jessie_amd64_from_backports/12/

So, Julien, I wonder what "special" settings you have. I assume you're using
some locale settings (which?) and maybe maybe the desktop environment is
relevant…  (and as can be seen in #805078 I've hit the bug too and just worked
around it.)

The workaround is to install 0.2.2-2 from sid… but I would like to know how to
trigger #805078 as I would like to know how common it is…

The SSLv23_* methods are the only ones that support multiple
protocol versions and I suggest you only use those.  The others
will go away in the future.

If there is a need to limit the protocol please use
SSL_(CTX_)set_options with something like SSL_OP_NO_SSLv3.

A better solution would be to upgrade to a more recent upstream release.
Starting from version 1.13, vnStat is able to query and use the link speed
of interfaces that provide that data. That currently includes pretty much
all wired connections, channel bonding interfaces and some wireless
drivers. As a result, the MaxBandwidth keyword becomes a fallback value
which also now has a default value of 1000.
