I notice that Ubuntu applied a patch http://launchpadlibrarian.net/396733868/python-cymruwhois_1.6-3_1.6-3ubuntu1.diff.gz which allows for an unversioned shebang which in turn causes dh_python3 to not generate a dependency on a specifc Python 3 version. I'm not sure if that patch is correct, but please consider evaluating it as it could help in future transitions.
