Please note that my system was upgraded from a stable system, where the netcat package included a binary. I think you intended to make netcat a transitional package for netcat-traditional, but you missed out a depends line at the very least. I just re-installed the netcat package to make sure it really only contained the mentioned files, and this is true at least for 1.10-38.
