Since Recommends are installed by default, I think that this would be
sufficient (this should also probably be documented). Alternatively,
the symbolic links could be provided by the packages that contain the
files, if this makes sense.

Mhhh: these 4 packages have a (installed) size of 40MB. Maybe the is 
neglect-able given the size of texlive-lang-japanese (300MB).

There is a dangling symlink on my machine:
/usr/share/texlive/texmf-dist/fonts/truetype/public/ipaex/ipaexm.ttf ->

This seems to be due to a missing dependency on fonts-ipaexfont-mincho.

Since texlive-lang-japanese provides the following symlinks:

needed, e.g. bibtex databases. Often it also helps
to include the logfile. Please, never send included pictures!

If your example file isn't short or produces more than one page of
output (except when multiple pages are needed to show the problem),
you can probably minimize it further. Instructions on how to do that
