ii  perl  5.6.1-7Larry Wall's Practical Extraction 
ii  perl-base [perlapi-5.6.1] 5.6.1-7The Pathologically Eclectic Rubbis

Basically, the bug discovered is with Quota::query and Quota::setqlim.
They plainly, don't work properly on this system and a few other systems
that we tested on.  Mainly intel pentium based systems.   Quota::query
produces No quotas on this system ALWAYS, while Quota::setqlim works with
$block_soft swapped with $inode_soft and $block_hard swapped with
$inode_hard.  Ie. you need to specify $block_soft in place of
$inode_soft and vice versa for it to set correctly.

Using the newest libquota-perl package from unstable by backporting
fixes the problem.

This bug was fixed in 2002, but never closed as the bts mistook it for
an NMU.

For reference:
