Besides the fact that this is issue is already resolved, it should be 
noted that a RC bug tagged "sarge" doesn't keep a package out of 
testing.

I don't want to keep this package out of testing, but since it currently
*has* a real RC bug chances are it will be.

If testing should make any sense, handling build dependencies as 
dependencies in the testing scripts was required.

You want to offer security support for testing (which is AFAIK the 
reason why the sarge release is stalled since 7 months) but don't want 
to ensure that the build dependencies are fulfillable?

Because for sanity reasons, build-dependencies are not automatically
checked. If you want to keep your package out of testing, you need to
create an RC-bug for it.
