This package will be - sooner or later - scheduled for remove from Debian. If you are an admin/user which has locally built any software depending on t1lib 1.3.1 you should remove the t1lib-dev package, install libt1-dev instead and rebuild the software. It may or may not require changes in source code of involved software. Please see the documentation in /usr/share/doc/libt1-dev directory. If you are a maintainer of Debian package (see below) that has a build-dependency on t1lib-dev you should rebuild your package according to the submitted bugreports. At the moment of submitting this bug, there are still some packages with build-dependency on t1lib-dev.
