I haven't been able to replicate the problem.

debconf, perl and libc 2.3.5-3 have been working fine on my i386, sparc
and powerpc systems.

  # dpkg-reconfigure locales
  [...]
  Generating locales (this might take a while)...
  [...]
  Generation complete.
  # 

Running the test given in #304604 of:

  # MALLOC_CHECK_=3 dpkg-reconfigure dash
  malloc: using debugging hooks
  [...]
  malloc: using debugging hooks
  # 

Issues several of the malloc messages shown above, but no complaints
about free.

Perhaps this is related to a specific debconf frontend?

  * debconf/frontend: Dialog
  * debconf/priority: medium
  #

Ouch.

But you are right in thinking about frontends, the bug appears with
the readline frontend, but if I select the dialog frontend, it's all
hunky dory.

I am thus reassigning to debconf. Sorry for the noise.
