The t38modem package is failing to build on all autobuilders that use sudo
as the root command, because the build rules are creating files in the clean
target.  The final error is:

This is a release-critical bug, both because packages must be buildable
using sudo and because the clean target must return the source tree to a
pristine state.  Please fix the clean target to remove the
obj_linux_alpha_[rd] directories, not just their contents.
