that won't happen soon but you can build your own package without this
dependency (that's easy). Currently I want to support etch systems and
partial upgrades from sarge to etch. Since you refuse to upgrade
apache I cannot really help you here.

Justification: renders package unusable


To finish configuration of the package I commented out the apache2 restart
line in postconf.

Now, Apache2 does not start. When I try to start it I get following
messages in errorlog:

It's the sarge version of the package.  If otrs2 isn't compatible with the
sarge version of libapache2-mod-perl2, it needs to have a versioned
dependency.

No, it currently has a dependency on libapache2-mod-perl2.

it does not depend on libapache2-mod-perl2 it just recommends it. IMHO
the versioned depends, conflicts, ... should be in
libapache2-mod-perl2, perl, apache2 or whatever packages do really
conflict (*). OTRS just uses libapache2-mod-perl2 as a perl
interpreter embedded into apache2 if it is available and does not use
it if it is not available. It does not use any special features of it.
OTRS even works with libapache-mod-perl and apache (version 1).

(*) In this case we have a mixture of sarge and backports from sid
which makes debugging more difficult.
