No, you're simply reporting this bug against a different version of
r-cran-fmultivar than the one that was actually used in your build.

As I have been bitten before by super-tight Depends, I am not currently
enforcing them and relying on the builders to have current versions. 

Would you recommend that I revert to 'hard' Depends?

As Steve showed, the bug is really about the impossibility of mixing random
versions.  In my book, that is user error. I do not prevent it as maintainer
so in that sense it is an open bug, but in my book at best of the nuisance or
minor level.
