Justification: renders package unusable

After I checkout a fresh working directory then try to enter it, it displays
a TK error dialog box saying:
    Error: unable to convert date-time string "2004-04-24 08:14:43 +0000"

>From a previously existing working directory, I start tkcvs on the command
line.  Its window quickly appears and disappears (like a flash), and a
stack trace is dumped to the terminal:

All this was perfectly working on a sarge, with the same environment
variables (LANG and LC_*).
