Bug #395959 was closed as follows:
 
 | Hum ... this problem is due to the exclusion of the mysql DBD driver

 | the aprutil library because of licensing issue. (Cf INSTALL.MySQL
 | in the source package ...)
 
 Not much the apache team can do about that and the licencing decision
 is a policy decision from Apache upstream.

Does that mean that the Debian Apache Team will not add the
apr_dbd_mysql driver? Why? INSTALL.MySQL states:

.. and there is no problem with a third party bundling the driver,
provided you respect both the ASF and GPL licenses.

So this should not be a problem.

If the dbd architecture finds wider acceptance, not adding the mysql
driver will disable mysql usage from within apache modules on debian
systems.

Do not open a new bug because an existing bug was closed.  Instead, you
can continue the argument in the old bug itself.

That is the opinion of the Apache Software Foundation.  However, the
FSF disagrees - see http://www.gnu.org/licenses/license-list.html.
What does of MySQL A.B. say?  Their opinion matters because it's their
copyright license which is arguably violated.
