Fixed by removing ~/.cache/sessions.
xfwm4 starts at every 'startxfce4' ( I don't have to remove 
/.cache/sessions every time)

In my case it was only the window manager, menu, background, bottom 
tool-bar were ok

Ok, what I assume is that the first time xfwm4 crashed at startup or
something like that. Then the session was saved at logout, without xfwm4
running, so it wasn't started anymore. Now everything should be ok.

Can we close this bug?

lose it, but it should be safe, as there are only saved sessions there)
and retry startxfce4?

If not did you upgrade from a previous version of xfce4/xfwm4?  Which?

How did you start it?  (gdm, kdm, xdm or something like startx etc)

ls -l /etc/alternatives/x-session-manager

If you have a .config/xfce4-session/xfce4-session.rc please send it to
this bug report likewise please send your
/etc/xdg/xfce4-session/xfce4-session.rc 

Is it possible that somehow you managed to save the session without the
window manager running?

Is there anything strange about your system that you should tell us?

give it a try.
