But Replaces shouldn't be used at all if both packages are meant to coexist... and if they don't, they you need to indicate that with a proper Conflict. It might need fixing in liblzo2-dev or in both packages. Feel free to reassign/clone the bug as needed. If they really can't be co-installed, then add proper Conflicts directive.
