some missing

No. When the bug is closed, the package is still in incoming.debian.org,
and not on the mirror, so that's exactly the same.

Yes. What do you think happen when a (regular upload's) changelog closes
a bug? That all archs are in sync?

 Shouldn't we just mark the bug as pending and let the bug be closed
 automatically with a close: #447667 in the changelog of the binNMU?

AFAICT, binNMU changelogs are informative and don't close any bugs.

  This version is still the version that will fix the issue.
 
 ... but the BTS is not binNMU-aware, so this should be a versionless closes.
 
Some (naive) comments:
Is it right to mark a bug as closed when the rebuild hasn't reach the
archive for any arch. Shouldn't we just mark the bug as pending and let
the bug be closed automatically with a close: #447667 in the changelog
of the binNMU?

  0.8.6.c-3.
 
  Which indeed indicates that the rebuild did not reach the archive yet. 
  As [0] doesn't seem to know about the binNMU, the binNMU might indeed

Sorry, but as indeed the fixed version didn't reach the archive, and the last
action on the bug was a week ago, I thought following up on it would be a
good idea, and I thought it'd be better to reopen the bug if I was to reply
to. Feel free to close it again.
