 I didn't create it.  I think it was created during the installation of
 another package, but I'm not positive.

Well, I don't think this is a problem in dpkg, but given the lack of
information I don't know where this could be reassigned. If you still
have the logs from that time around, could you send to the bug report
/var/log/dpkg.log /var/log/apt/term.log and /var/log/aptitude, or
whatever rotated log might be appropriate?

gettext will not configure because it claims to need access to
/usr/share/info/dir when /usr/share/info is a file, so the directory
cannot exist.  Debian tries to configure the package whenever any
updates or other installations are run and it often makes updating the  
system impossible.
