I think you need to remove kdc.conf from krb5-doc and add an
Replaces: krb5-doc
in the krb5-kdc Section of to the debian/control file.

Ugh, sorry.  I have way too much in flight right now and I'm making stupid
mistakes.  This will be fixed in the next upload along the lines that you
suggest (the replaces should be versioned and a conflicts is also
required).
