AFAIR "should" isn't RC, though some might not want to release an "obvious mess". This is a clear breakage of point 2.13 of the Debian policy 3.8.0.0: « Debian packages should not make use of these convenience copies unless the included package is explicitly intended to be used in this way. » None of the software contained into ia32-libs are intended to be packaged this way.
