Does gdm start gnome-session and gnome-settings-manager in the Xfce
session? That sounds like a bug in gdm to be honest but I haven't had
any time to actually test any of this.
gdm starts gnome-settings-manager (if installed) and this prevents
xfce4-mcs-manager (the xfce4 settings manager) from starting, which
prevents xfce4 from starting.
If gnome-settings-manager is not installed gdm does the right thing.
