Therefore 3.6.12 should be fine.  Maybe, we could conflict with previous
version of sqlite?

This is rather awkward. I've added a Conflicts: libsqlite3-0 (
3.6.12) in SVN; I'm not sure I want to add a Depends, because there is
no direct dependency, and this will cause problems if there's an
SONAME change or something like that. Any other suggestions? I still
need to migrate the package from python-support to python-central
before this can be uploaded, due to a separate issue (Axiom now ships
a Twisted plugin, and python-twisted uses python-central, so
python-axiom must do the same).

You  are right.  I  don't see  how to  simply  add a  conflict with  two
versions. Conflicting against  3.6.12 seems fine.
