 Yes I believe so.
Well, that's just... not right. They're not in the official archive,
 neither is the kernel module.

Well the transition stuff was done by somebody else so I don't admit to
fully understanding what is going on. The new/old ia32-libs isn't in the
archive yet either so we can only work with the current system.

Maybe Andreas has some input on this as he created the patch.

At the time I created and tested the patch ia32-apt-get (IIRC rel. 18 or
20) worked in the intrusive way diverting apt-get and friends and
package build worked fine. Now (rel 22) this has changed and there are
currently neither a functional monolithic ia32-libs nor individual
ia32-lib* packages available for sid (in default configurations, they
can be installed manually with ia32-apt-get and friends). So until the
ia32-libs issue is solved one way or another there is not much the
nvidia-*-ia32 packages could do about this. I'll post a patch for
nvidia-graphics-drivers once this is possible. Probably going back to an
unversioned ia32-libs build dependency will be enough.

I personally liked the idea of having the individual ia32-lib* packages,
less bloated dependencies and a much easier way to update individual libs.
