No, ia32-apt-get had been in unstable for some time as a replacement for
ia32-libs, but it has been removed because many people (including, most
relevant, the FTP masters) considered it to be too buggy.  You can read
the discussion in the threads starting at
http://lists.debian.org/debian-devel/2009/06/msg00902.html and
http://lists.debian.org/debian-devel/2009/06/msg00955.html.

Since ia32-apt-get does not exist anymore and thus cannot be fixed to
stop shipping this diverted /usr/bin/aptitude, the only option is to
declare a conflict with it in the aptitude package, AFAICS.

Upgrading from the same exact version today, i did not have such  
problem and /usr/bin/aptitude is a link to /etc/alternatives/aptitude  
as expected.

...

after install:

dawn:/var/cache/apt/archives# aptitude
Error: aptitude is not installed.

Copying symlinks from another box fixed the problem.
/usr/bin/aptitude - /etc/alternatives/aptitude
/etc/alternatives/aptitude - /usr/bin/aptitude-curses

I didn't touch alternatives... I'm not really sure if this bug is
really related to aptitude or something that broke alternatives.
