When testing an upgrade from Lenny to testing, the libpam-ldap package
fail to configure because it was unable to find pam-auth-update.  I
believe it need a versioned dependency on libpam-runtime to make sure
it is available.  This is the failure during upgrade:

  Setting up libpam-ldap (184-8.3) ...
  /var/lib/dpkg/info/libpam-ldap.postinst: 5: pam-auth-update: not found
  dpkg: error processing libpam-ldap (--configure):
   subprocess post-installation script returned error exit status 127

Not sure which version of pam-auth-update it need to depend on.

Setting severity to serious, as this is in violation of the Debian
policy stating that everything the postinst needs to work should be
listed as a dependency.
