I was updating an old system from bind 8, and there was no existing pid file in 
/var/run.

Thus, postinst failed:

Installing new version of config file /etc/bind/db.root ...
Installing new version of config file /etc/bind/db.local ...
Adding group `bind' (GID 101) ...
Done.
Adding system user `bind' (UID 101) ...
Adding new user `bind' (UID 101) with group `bind' ...
Not creating home directory `/var/cache/bind'.
wrote key file "/etc/bind/rndc.key"
NOT updating named.conf.options to include DNSSEC enablement
#
chgrp: cannot access `/var/run/named': No such file or directory
dpkg: error processing bind9 (--configure):
 subprocess installed post-installation script returned error exit status 1


The fix is simple and obvious (touch the file in postinst), and this
bug has been tagged "pending upload" since Nov. 6.  What's the holdup?
