FYI, it works when applying the patch mentioned by Jason Pleau in this
bug report.

Hi,

I think that this bug is also affecting Debian testing now (deluged
1.3.9-1).
When the update for 1.3.9 was pushed to testing everything worked fine,
but then libssl1.0.0 was updated to 1.0.1j-1 and in that version it can
be seen in changelog.Debian.gz that SSLv3 is disabled.

So now I can't connect to deluged via either the web or console
interface and is seeing the following in the log on each attempt:
