Both could be deactivated, so it is not a RC bug.

Anyway fglrx is closed source so we just can ask you: Is this issue 
fixed in 15.7-1 from stretch/sid?

This is usually seen when the terminal is idle with the monitors in power save 
mode.
XScreenSaver is in use to lock the terminals however all screensavers are 
disabled (screen blanking only) to try and eliminate GL issues.
When the ASIC locks the keyboard, mouse, and monitors are unusable.  The system 
still responds to SSH, however.
Non-X processes will continue to run.  X, however, appears locked at the kernel 
level as it cannot be killed.
The system must be power cycled to restore the HID devices.
