This was added for the previous octave transition (#793150), because the
dependency was not detected automatically. Now we get to change it
again, yay :-(.

I think I'll drop the octave support to not have to spend any more time
on this broken dependency handling.

Hi,

While working on completing the GCC-5 related transitions, we noticed
that h5utils is hardcoding a dependency on liboctave3.  However,
liboctave3 has been renamed to liboctave3v5 as a part of the GCC-5
transition.  Being hardcoded, we cannot binNMU h5utils to get rid of
this dependency and instead require a sourceful upload to fix it.
