phpunit-selenium used to be part of phpunit, and this package was
uploaded when it was split out. PHPUnit 5 removed all mention if it,
PHPUnit upstream doesn’t take care of it anymore, and the Debian package
never moved to the new upstream source [0].

Not sure anyone actually uses it, but if so, now would be a good time to
step up, or this package will not be part of Stretch.

I intend to follow up with an RM request in a few months if nobody
objects (but feel free to beat me to it).
