The package gnome depends on gnome-app-install. gnome is located on CD1, 
gnome-app-install on CD2.

This seems to apply to more packages, though (amd64 disks):

CD1:
  gnome (= 1:2.22.2~5) depends on gnome-themes-extras {NOT AVAILABLE}
CD3:
  k3b (= 1.0.5-3) depends on k3b-data (= 1.0.5-3) {NOT AVAILABLE}
CD17:
  debian-edu-doc (= 1.2~20080715) depends on debian-edu-doc-es {NOT AVAILABLE}
CD20:
  ocaml-core (= 3.10.0.1) depends on camlp4-extra {NOT AVAILABLE}

This also shows you that all the missing packages are provided by the next disk,
because when adding the packages from the next disk to edos-debcheck, the errors
disappear. The DVDs are correct.

You should run edos-debcheck on the packages files in the images, and verify
the results.

This is more a feature than a bug. I.e, it's just a consequence of how 
packages are added to images and does not cause any problems during 
installation.

I would say if you only have CD1, gnome is not installable, because some
of its dependencies are missing. And this is not good, because at least in
my opinion, any package on any disk should be installable by using only the
previous disks and the disk it is located on.

That's very simply not true. The gnome meta package is not required to 
install the gnome desktop environment. The key package for the gnome 
desktop task is gnome-desktop-environment, not gnome.

(It is of course true for the meta package gnome itself, but that's not a 
very important issue.)

Sure, that would be nice. But it's not a hard requirement.
For debian-cd it is mostly true, except that near the end of a CD it is 
possible that a package makes it onto CDx while some dependencies end up 
on CDx+1. For packages with huge dependency trees such as gnome the risk 
that this happens is larger than for most.

To be fair, that should not be happening either. The code is supposed
to make sure that dependencies are included first. I'm going to take a
look to see how this can happen...

This is definitely not a feature. This is a regression compared to what
list2cd used to do. While it might not have a big practical impact, it is
a real bug in the application logic.
