yes, it is a special protocol and listen on port 2425 by default.
xipmsg also this word in his description[1]

[1] http://packages.debian.org/sid/xipmsg

currently there are many clients support this protocol

IP Messenger: http://www.ipmsg.org/index.html.en
xipmsg: http://www.bsddiary.net/xipmsg/ (for X11)
gipmsg: http://gipmsg.sourceforge.net/ (for GNOME 1)
gtkipmsg: http://free.prohosting.com/~nobori/gtkipmsg.shtml (download
link broken)
g2ipmsg: http://www.ipmsg.org/archive/g2ipmsg-0.9.6.tar.gz (for GNOME2)
and iptux: http://code.google.com/p/iptux (for GTK+ 2)

Do all these clients reimplement code to deal with the protocol?
Perhaps they could join forces and write a library so they can share
the code and reduce the amount of work and bugs. Could you forward
this idea upstream? This would make it easy to write a telepathy (or
pidgin) plugin too.

it is already in my TODO list, I'll split a libipmsg(or another name)
from iptux, (the other open source clients sounds broken, g2ipmsg
crashed at once in my computer, and the others are all deprecated).

 1. it has a friendly interface
 2. it can auto detect all clients in the intranet
 3. it does not need a center server.
 4. it can add internet client by IP
 5. the file transfer speed is very fast (MSN, gtalk only has several KB/s
 here)

Like Bonjour, then? (Implemented in pidgin and finch.)

maybe, I did not use Bonjour.

and the windows version of IP Messenger (also called 飞鸽传书 in
Chinese) is already widely used (at least in China), so I want to
introduce the linux client to Debian.

1. xipmsg does not support display username other than ASCII
2. xipmsg does not support user icon
3. xipmsg does not support file transfer
4. xipmsg does not support add internet client with IP

so I still want to introduce iptux, :-)
