Yep - the pattern is becoming clear.

Here he/it is annoying the python-dev list in exactly the same way last week:

I wonder if LWN can do an investigation about this
seotaewon...@gmail.com phenomenon / anomaly. It clearly seems to be
the best artificial troll made ever.
This user account is by now, successfully wasting the time of many
high profile open source projects.

Launchpad Support. Click that and you will find yourself at
https://help.launchpad.net/Feedback - at that page you will probably
want to select the login issue link and find yourself at
https://forms.canonical.com/lp-login-support/. Select Other in the
dropdown box and you will find a form to contact Canonical/Launchpad and
they can help you with this issue.

Contacting debian-devel@lists.debian.org will not make any difference
for this matter as this email address is for another organization not
involved with neither launchpad nor canonical.

I don't understand why you're discussing any of this on debian-devel.
Launchpad is run by Canonical for Ubuntu and has nothing to do with
Debian.

Please take your issues with Launchpad up with the project that actually
runs them.  Reporting them here is sort of like reporting bugs in Red Hat
to us.  We can't do anything about them.

Sure, it's not directly endorsed by debian-devel@lists.debian.org it's
a group of launchpad users that have launchpad accounts and formed a
team on launchpad, a clique of a sort. Similar to how there are
debian-developer communities on G+, facebook, linked.in and other
social networks.

 However the account seotaewong40 (https://launchpad.net/~seotaewong40)
 has been suspended. It reports an error of 410 Page Gone.
