Most likely it has been BCC'ed, that's what spammers like to do when
they send the same mail to thousands of recipients.

With looking at the bug in question: no, I don't think so. There's no
-done address in that mail as far as I can see. That is why I am asking.

Without even looking at the bug in question: because it had been closed
(and reopened) before, and spammers have noticed and harvested the
nn-d...@bugs.debian.org address.

This issue has been discussed for at least 16 years[1], so don't hold
your breath.
