It's not entirely clear from the posting, but all that's required 
on the maintainer part is to edit debian/control and change

debconf
to
debconf | debconf-2.0


I've tried to search for what debconf-2.0 specification is;
and how it's different from debconf, but it's not obvious.
What's missing from the picture is the changelog of debconf
specification (presumably from 1.0), and what's changed.

This is fixed in experimental (dinstall on 2005-09-27), and will go to
unstable in about a week once the package (which has suffered pretty
big changes) has shown not to contain any howlers.

apache2 will be fixed when 2.0.55 is released upstream and I upload it
to sid (which is due to happen any day now).  I didn't see the point in
an upload just to fix this issue.

No, it's because this is how I organize my work.  I cannot do
everything immediately; sometimes there are blocking bugs which impede
doing the work right away, and sometimes there are other problems that
arise in my life.

I do not regard bug reports as an imposition, I regard them as a great
help.  I do not require pre-bug bug reports, where people report bugs
before they report bugs, and then only report the bug if the
already-reported bug isn't fixed without the report.

Much simpler to adopt the strategy that when you see a bug, and you
want it fixed, report it.  That's the way to get it on my radar.
That's the documented normal way.  It's not bureaucracy, it's simple
record keeping.

The debconf dependency is now removed from xpilot, as it is now just a
transition package to upgrade to xpilot-ng, which doesn't have the
dependency either.

Ah, yes, if you don't ship debconf templates with the package and just use
results saved by other packages, dh_installdebconf doesn't know to include
the dependency in ${misc:Depends} and you have to do it manually.

Well, I am not sure it is a good idea to resolv the dependencies that way.
Each package should declare all its dependencies directly. (And only its
own)

I'm still holding out for the remote chance upstream might deliver on
their promise to release an XPilot 5, which would then offer some
features XPilot-ng doesn't.  With that in mind, I included -ng in all
filepaths and the package names so they won't conflict.

While it is still possible they might release xpilot++ (the working name
for XPilot 5, since they've translated it to C++) which would then
become the next version of the current xpilot package, so long as 4.5.5
remains in the current state of disrepair, I feel it is better to have
users upgrade to xpilot-ng.

Just curious: why not, in that case, upload xpilot-ng as xpilot?

If the new upstream is actually the better one, it makes sense for it
to go on under the label of xpilot in my opinion.

It might be the reason that in fact it is clear that the package
implicitely depends from debconf if it depends from the package
that contains the shared question (zope).  I for myself feeled
safer to add the explicite debconf dependency.  Am I wrong here?

Moreover I wonder what the criteria of db_installdebconf are to
be clever enough to ignore the lines

The debconf question will be dropped in next upload. It asks about the
/dev/cdrom symlink that is created elsewhere nowadays.

Yes, indeed. One of the 2 packages got released in Woody with the
debconf stuff, so I'll go with Andreas' solution for this one. For the
other one, I've just dropped debconf entirely.

Good call.  I thought Julien meant removing the "purge old stuff from the
database", and not just the dependency.

No, you don't need the dependency even in that case. You can just make
the code only to run if there is debconf installed.

the only person who's never heard of decconf-2.0 before.

You can do that only if those old debconf questions were never in a stable
release (i.e. they existed only during 'sid' and 'testing' development).
Otherwise, you'll have to suffer then for a while yet.

doesn't use it.  I've removed it in CVS for my next upload; no bug is

I intend to eventually file bugs on packages in Debian which depend on
debconf without an alternate of debconf-2.0, as all of these make it
impossible to install cdebconf, which we would eventually like to
replace debconf.

debconf-2.0 was added to policy as a virtual package in 2002 and has
been provided by debconf since 2003. In early 2004, dh_installdebconf
began automatically adding it as an alternate to debconf in dependencies
it generates for packages using debhelper. 303 packages use the virtual
package correctly; the following 761 do not. Also, every single (!)
package that pre-depends on debconf does not include the alternative of
debconf-2.0.

Since so many packages need to be fixed, I may resort to additional
private mails (or d-d-a mail) before I begin filing bug reports. The
following is a list by maintainer of packages that Depend or Pre-Depend
on debconf without a "| debconf-2.0". If your package is on this list,
please fix it. If your package is on this list incorrectly (ie, if it
really depends on debconf for some reason), please let me know.
