This is right. But:
- I think most people don't want to receive Ccs to mail to a list they
  are subscribed to
- this is not the old behaviour
- at least with the default configuration, the username in the
  Mail-Followup-To is unqualified.

You can't. If you use both commands then I suppose you know what they
do and configured your system for your setup.
Most people don't know the behaviour of the lists command has changed.

I have both.  Do you mean I can get rid of "lists" altogether?

Last time I read the docs, they appeared to do slightly different things.
