When running in the C.UTF-8 locale, strxfrm() apparently
gets absurd.

$ LC_ALL=C.UTF-8 dpkg-architecture -qDEB_HOST_GNU_CPU 
strxfrm() gets absurd.

It seems to be a perl issue, or something below perl that's
causing it. It worked correctly about a month ago.
