This would be very similar to make -C somedir. Maybe such an option would be helpful for other dpkg tools as well. So dpkg-checkbuilddeps -C somedir is actually the same as dpkg-checkbuilddeps somedir/debian/control and there's no need to introduce a new option. Let me know if this matches your need.
