Is there a 3rd-party site hosting a debian repo for the gcc manuals
and other GFDL texts (like debian-multimedia)?

see debian/patches/gcc-gfdl-build.diff
we can't ship the tm.texi files, and this rule should not be called in the 
debian build. I'm not sure what happens.
