I don't know how I ended up as a translator for cv_RU.

Anyway, I agree to release all my work as public license.

Correct, it clearly states that:
TODO/bs_BA:% Source: adapted from Croatian locale
TODO/bs_BA:source "adapted from Croatian locale"

However, the croation one has the same clause.

So may I note that »LGPGL 2.1 and later« applies to both bs_BA and

Nope, you already told it the bug before I started[1]. I listed all
possibly unclear licenses and their resolution[2]. See [3] and [4] for

Both e-mail adresses known to me failed (with timeouts). 

My plan is to first send out all e-mails and see what I get. For those
who contributed lots of locales, I collected them in one mail
(unfortunately all e-mail addresses were invalid), currently I'm
working through the remaining list. 

I'm not going for the "implicit" list unless the author also worked on
the "non modify" one, at least for now.
