I continued programming on my perl programm (at least I tried) and now
I think that perl might have some sever problems with LC_NUMERIC.
Please read #379463 for details.

Please tell me how I can figure out in a clean way how the decimal
point is set in my locale. If that indeed turns out to be ,, then
this bug should be merged with #379463.
