Please file a bug on tzdata.

If you can, please include a link to a gob.ve website that describes the
change and specifically what time on the 24th this change takes effect.

Venezuelan Linuxers may need an update of TZDATA 

Effective at September 24 there will be a change
of official timezone for Venezuela 
(zoneinfo/America/Caracas) from 
-4:00 UTC to -4:30 UTC (no daylight saving)
