Try with CBQ - Class based queueing or HTB in cbq , a parent class is created of certain BW and then its shared among child. Thjere is a configuration file maintained for each user and u can control the upper and lower BW. What I was wanting was to control connectivity to a user on the basis of bandwidth. I am wanting to sell services to my customer in terms of bandwidth, say 500mb/month.
