Not as far as I know... but would be handy sometimes yeah...

You wouln't have to install em...
cd /tmp
apt-get source

Now to find someone with lot's of disk and bandwith... and time to
maintain it all...

Is there any place where the source to all Debian (base install and
packages) is browsable on the web?

(For example, I don't have /etc/init.d/pcmcia and various other Debian
configurations and programs on my Debian boxes and I don't want to install
them.  But I want an easy way to look at them.) 

FreeBSD, OpenBSD and NetBSD have their files browsable via the web. I
often find it very useful.
